I'm looking at webparts and I think using these would be ideal for what I
want to do but really I would like one user (e.g. the site administrator) to
be allowed to set up the webparts layout for the site and then for all the
other users to see this predetermined layout.

Is that possible? From what I've read so far it seems to indicate that the
webparts setup is stored per user.  Perhaps there's a roundabout way of doing
this?
